In a medium bowl, mix together the cream cheese, green onions, salsa and Cheddar cheese.
Spread the cream cheese mixture in even portions on the tortillas. Roll the tortillas and refrigerate in plastic wrap because they cut better once 'firmed up'. After an hour or two, slice into 1 inch long pieces and serve.
