My morning glories have lush leaves but no flowers. What's wrong?

I have found out, that you can't fertilize them, or water them to frequently. In fact, the least care is best. The flowers know that they have to grow quickly to seed themselves, so when growing, poorer soil and less water will hurry the flowers opposed to just leaves.
