There are so many things that should be done when a mower has set up over a few months and one that has set up longer will need even more checks or you will continue to have problems and could completely disable the mower.
Most likely you will have to drain all of the gas and replace it with fresh gas (you may have to remove the gas tank to completely remove all of the sludge that has built up over the years).
Truthfully, if all of this is not something you usually do, I would recommend you take the mower to a good repair shop and pay for an overall tune-up.

This could be a few things, check battery, spark plugs, filter. You can also check your fuel if your mower has been sitting with old fuel during the season elements.
You may have to clear out the fuel line.
I think the problem is in bad gas. When gas sits for many months, for example during the off-season, it will eventually break down. There is gumming up the fuel line and carburetor in the engine. I think this is preventing your riding mower from starting.
Any engine that sits unused for long time periods can develop problems. Try draining all the old fuel and lines, change the spark plug, clean or change the air filter, charge or replace the battery, change the engine oil and filter, grease all fittings for wheels and steering, then refill tank with fresh gas, and mower with new oil. Make sure the cutting blades are sharp and balanced, the underside of the mowing deck is scraped clean of old grass, and add air to the tires if needed.
