We just brought home a new puppy yesterday and he hasn't peed or pooped (either inside or outside). He also has shown very little interest in food or water. When we take him outside all he does is climb up our legs. The breeder appeared to be paper training the puppies, but we don't want to encourage peeing or pooping inside our apartment so we've been trying to take him outside every 2-3 hours. Any advice? He is 14 weeks.

If he doesnt go within 24 hours of getting him home, consult with the vet. Check around the house. He may have gone in a hidden spot.
Err on the side of safety-VET VET VET when in doubt
When our puppy was less than a year old he went through the exact same thing. Turns out he had a piece of sock stuck in his intestine. Vet, now!
What did the vet tell you? Hope the pup is OK. My prayer is that he just had nerves and the stress caused him to "freeze" up. It is good to get pups in to get shots and establish a good relationship with the vet. This way, down the road, if you need something, some vets will talk to you via phone or email if you have a solid relationship and they know your fur baby.
I think I would continue the paper training for a few days until you can begin taking him out on a regular schedule. He sounds like a very confused puppy. If he hasnt begun to eat by the 24 hour mark he needs to see a Vet right away, as in that day.
