My dog is 13 years old. She has been peeing where she lays down and not knowing she is going. I don't know what this means.

She is an old dog. This may have to do with old age, or she could have developed a urinary tract infection. Please take her to the vet.
Your fur baby needs checked out by a vet to make sure she doesn't have UTI or other health condition.
If she gets a clean bill of health and it is just old age, you could do what we did when our girlie had the same issue. She lived for several years wearing human diapers. We would cut a diamond in the back for her tail and she was good to go!
Human diapers are less expensive, better for the dog as they wick away moisture and unlike dog diapers they don't leak. Carmel weighed about 10 lbs and wore an infant 1. Diaper time became a regular part of her routine!
Her quality of life was top notch until the day she crossed the rainbow bridge.
Will send up prayers for you and your pup!
This is not unusual at her age. But you need to have her checked out. Many pets who become incontinent do very well. There are good medications that can help. You need to see your Vet.
It looks like you have a senior now living in your house and she may need a little more attention than she has needed in the past.
Generally dogs do not like it when they wet themselves so it seems for sure that she no longer has control of kidney functions.
Please do not be upset with your companion as she would probably not do anything to upset you if it was in her power to stop.
If the medication does not work you may have to do as others have suggested and fit her with diapers. I have found that dogs do not like the way they look with diapers so please comfort her and do not let anyone make fun of her.
