Our family dog, Annie, is a Jack Russell and is 12 years of age. She used to have great bladder control, but over the past couple of months she has been frequently urinating inside the house, on any bed she gets to, or the hallway. Just prior to this she did her business (number 2) in the hallway quite frequently. She is let outside frequently, even at night, the last time being around 2-3, but still seems to come do her business inside anyway. Is this just because of old age? Or could it be something more?

It could be old age, or a physical problem or infection. It is time for a trip to the vet.
12 is not that old for a small dog. Any changes in urgency or bowel/bladder habits need a vet check.
If the pup gets a clean bill of health and it is just aging, we used human baby diapers on our gal for her last few years of live and it worked out well.
We just cut a hole for the tail and she was off to her usual routine.

Larger dogs as they get up in age can develope this type of problem. It sounds like she is no longer able to hold her urine and is developing some sort of bladder problems. I would take her to the vet and have her checked out.
