One Circuit Lost Power?

When we turned on the lights in our living room all the bulbs popped as if they blew. We checked the circut and it didn't really appear as though the breaker was blown, but we re-cycled it anyway. Nothing on that breaker in the living room has power. We tried re-cycling the breaker again, but no luck. What could be the problem?

The breaker may have gone out. Start by replacing the breaker.
