Mix water, vinegar, sugar, mustard, salt, pepper and Tabasco sauce. Add lemon and onion; simmer for 20 minutes. Add ketchup, Worcestershire sauce and liquid smoke. Bring to a boil. Preboil ribs about 1/2 hour. Place in flat casserole. Pour barbecue sauce over all. Bake at 350 degrees F for 1 hour and 25 minutes, approximately.
