I am looking for a quick way to cover empty cigar boxes so my pre-schoolers can make keepsake boxes. I would like to just paint them and then they will decorate them with markers and crayons. Any suggestions?

Use leftover paint and glitter. Your children will love them.
What a fun project!!! Your idea sounds great! Some child safe paints and let them go to town. There are a bunch of cute ideas on Pinterest if you want to guide them to some options.
You could even try some of that chalkboard paint (be sure it is the child safe kind) and let them go to town with chalk and make their down sketches and decorations!!
