I would like to know some suggestions. I permed my hair last year. Then I shaved it low to the point where it couldn't be braided, but was not shaved completely off. Now my hair has grown out some and parts of my hair have lost its curl pattern and when I twist or braid it looses out.

This could be so many things like , chemicals (shampoos/conditioners), medications, age, stress, heat applied, dyes, and the list goes on! You should get in touch with a hair specialist that has great ratings with return clients on this issue . No 2 people are alike . They need to check your hair and give you a assessment and how to proceed to rebuilding and restoring your crown in glory!
Ok, let me understand your question. it has been over a year since you permed your hair? Is this right? Perms don't last that long and they do grow out. Your hair does grow from the roots so normally the first place you see the perm leaving your hair is at your roots. You also said that yous shaved your hair so that you could braid it.
First off, perms don't last forever. Second, if your hair has grown out and then you cut (or shaved) most of its length off, there is no permed hair left...you cut it off. So if you want curly hair again, you need a new perm. It's that simple.... hair grows out and permed hair is gone.
Actually my hair is kinky it's 4C....... I'm trying to get it back to 4C and kinky....... I am sorry if I didn't mention that
I know very little about hair problems and probably do not even care for my own hair properly but from researching I have found that most hair care people say that shaving your head will not change the type of natural hair you have/had - when it grows out.
If this is the case then it would seem that your hair still has the last effects of the perm (which would be long gone) and the hair you're describing is not your natural hair but left over hair from the time of the perm.
I think you will have to let all of that hair grow out before you will see your 4C return.
You may wish to cut it short and wait for a natural growth.
Be sure you are taking proper care of your hair, as it appears 4C type hair has some special needs.
