I got my hair permed. The perm didn't take the first time so I waited a month, colored it, and waited 3 more weeks before my new perm. Now my hair is a mess. When dry it's manageable, but frizzy when wet. I am very upset I feel and look like Bozo the clown. I was told to try hot oil therapy and intense moisturizing treatment will this work to help manage the craziness. I'm embarrassed to go out in public with my hair the way it is.

If you went to a salon, go back. If you did it yourself, go to a salon. If money is an issue, go to a beauty school.
My aunt put in a home permanent for me when I was in 6th grade. My hair was long and it looked like yours does in the picture. My mom cut it off short and then it looked great. I have been wearing it short ever since.
Your hair is over processed get it cut and use a leave in conditioner like infusium also use gel or mousse it will help
Definitely try the hot oil therapy and intense moisturizing treatments. Use as few chemicals on your hair as possible...meaning sprays and anti frizz treatments (they never work at least for me).
Until it settles, try to keep your hair in a pony or simple up do. Be sure to used coated or fabric bands and NOT regular rubber bands.
Keep trimming off the ends every week also.

If a perm did not 'take' due to under processing, it should have been OK to get a re perm. By coloring your hair before the re perm, you pretty much ruined your chances of getting of getting a successful re perm.
There are too many unknowns to give you proper answers. It could be that the reason your first perm did not take was due to over processing. If this is true, unlike an under processed perm, an over processed perm cannot be corrected.
If in fact, you did color and then re perm hair that was already over processed with perm solution, there are no corrective measures that can be taken. There is nothing that will undo the damage done to over processed hair.
No hot oil treatments and certainly no' intense' moisturizing treatments will be of any therapeutic value to you. They will not make your hair any healthier.
What conditioners containing humectants can do, is make your hair a bit more manageable and make it appear a bit healthier. The effects of these conditioners are cosmetic and temporary. They will be washed out with the first shampoo.
Therefore, there is no need to use any expensive conditioners. It would be a waste of money. If you plan not to cut off any of the damaged hair, I would suggest you invest in some Hask Placenta. This is a leave in conditioner available at Amazon, Sally's and other places. It is not heavy and will help the hair to attract ambient moisture. I don't think hot oil would be of any help in your case. You need something you can leave in.
If you can, get a small vial of Hask (less than an ounce) of it to try before investing in a larger size.
And an afterthought. Your hair has been chemically burned. It's like a white blouse with a big scorch from a too hot iron. You cannot unscorch the blouse. You can not un damage your hair. You can make it more manageable and 'appear' healthier.
