I got a perm yesterday with the goal of curly locks. Well, after she took my hair down, only about three inches from the scalp was curled and everything else is straight. She can't figure out what happened or why. Does anyone know what would cause that?

At the risk of sounding judgemental, it looks like your stylist didn't get use the right rods for each section, and the solution wasn't consistently measured. Some people just don't have great success with perms, but yours looks like it needed better application.
She might not have applied the solution close enough to the scalp. Go back and have it fixed, or get a refund.
Long, thick hair requires the use of more rods than some hairdressers think is necessary. Then they find out afterwards. Some of your hair even near the scalp looks completely straight. Judging from the hair that did curl, I don't think rod size was the problem.
If only the ends were straight, I would guess they had been over processed at some earlier time and left without any elasticity. As you have patches near the scalp without any curl, I would say your problem is due to incomplete saturation with perm solution ( I have had to use 2 bottles of perm solution on some long, thick heads of hair).
It will not be easy to correct your problem, assuming it is due to incomplete saturation. The hairdresser will have to pre soften the straight hair with dilute perm solution and at just the right time, re wrap the whole head and process again (being careful to not over process the hair that is already curled.
I'm not fond of 2 hairdressers working on one head, but since timing is critical here, it might be a good idea.
If you opt to get a re perm, by all means get a test curl first.
I received my cosmetologist license in 1960. I know for a fact that they all, including myself, make/made mistakes. It may be that this hairdresser can correct this mistake. Take a cue from her attitude. If she is sincere and wants to make it right, you could give her the opportunity. If she is flippant about the matter, I would find someone else. I am concerned that she has no idea what could have caused this.
