I have a favorite cousin who is turning 17 on October 3rd and it's her last birthday before she she goes off to college. I want to make this her best surprise party so she remembers it forever. The problem is my sister is turning 11 the same day. I can't think of a theme that will fit perfectly for them.

Have a Fall Harvest type of party. Have a DIY Caramel Apple Bar, fun fall coloured foods, music, games
Sounds like you have a lovely heart in that you want to have a special party for both special people in your life!
First plan the initial surprise part for them both (send them off together on wild goose chase to get them out of the house for a brief time, then come back to the surprise.
Keep the food simple for things that every age likes (like walking tacos, nachos, burgers, hot dogs, chips, and soda and lemonade). Most people like cake and ice cream so be sure to plan a special treat for everyone.
This is a perfect time to invite family and friends of all ages! Think of a wedding where there is a mix of beloved people to celebrate. This kind of celebration will bring joy to all!
My hubby's family like to plan parties where all of the guests do the entertainment--meaning song, dance, poetry readings, magic acts etc. We have oldsters who write parody songs and groups get together to sing them. We have very young ones who do little dance routines, and middle agers who read a poem or do a magic trick or tell a few jokes.
It is a little "corny" but truthfully, that makes it fun and full of laughs and love!!
