I have a Pomeranian that is a year old, male. He is very intelligent, but very spiteful. We also have a Mastiff who seems to be an angel in comparison. Our Mastiff was completely housebroken by the time he was 3 months old. Our Pomeranian picks his leg up and pees on everything he can if he thinks we are not paying attention to him.
It had gotten so out of control that we actually put vinegar in our carpet scrubber and ran it to stop him from peeing around the house. That did work. He also knows to go outside. He is praised to go outside. We have had him vetted several times and he has no medical conditions and eats very high quality dog food. We have consulted with professionals and we seem to get the same answer as to well that's a small dog for you.
As soon as we put him in his kennel, he poops several times and rolls and smashes it all over himself. Yes he is in the proper cage size and we know most dogs do not like to step in their own feces. We tried to feed him in the kennel. No changes. He just craps and pees all over any bedding. We tried to spray vinegar in the cage also and it has had no effect. Our veterinarian who has been in business for about 60 years has actually recommended that I re-home the dog because we do have small children. And despite bathing him every single morning, he feels that the dog is gross and isn't worth the clean upbecause we are very busy with 4 little ones. I will not re-home him. I feel that it would be a bad idea.
I have tried to put puppy diapers on and he just craps in them anyways. I have had to shave him because it's just disgusting at this point. I need help. I don't know what else I can do to prevent this. I want people to understand that when I say my dog is spiteful I mean he is spiteful and that behavior has been noticed with our local dog trainer also.
My father-in-law came to visit and started petting our Pom first (big mistake) he pet him for about 10 or so minutes allowing him on his lap and our Mastiff wanted some attention also. My father-in-law was sitting on the floor btw. So as soon as he was petting the Mastiff and told our Pom to hold on a minute, he jumped up on the back of the couch and leaned right up against his back and lifted his leg and pissed all down my father-in-law's back. He is ruthless. He is very spiteful and most definitely intelligent, but in a very unproductive manner. Any suggestions?

At this point, if I wanted to keep this dog I would diaper him. It seems that you have tried everything else.
I feel so sad that you call the dog spiteful. I really believe animals do not know spite. But that is me. They have issues because of health challenges, allergies, hormone challenges, and anxiety.
It sounds like you ruled out the first one. That is a good start.
The one thing you did not mention is if the Pom was tested for any allergies. This could all be allergic reactions that are causing him intense urgency,
If you have a holistic vet in your area, call and see if they can give you the method to do testing (not blood tests, but how to eliminate foods and add them back so as to keep the pup nourished appropriately but figure out if something is causing this).
The other thing you didn't mention is if he is fixed. Often neutering resolves all bathroom issues. This is the hormone issue.
The last thing is talking to a holistic vet about anti anxiety training and/or medications/supplements. It could be anxiety causing the issues.
A year is not that old. My one dachshund took just under 2 years before she was fully potty trained. She had some anxiety issues and health issues (back/disc problems) and once we got that all straightened out, she was an amazing gal until she passed at 17 1/2.

This dog seems like he has some serious adjustment issues. This really sounds like a psychological issue. Have a look at Cesar Milans website as he goes into dog psychology and behavioral issues. Bless you for your patience.
I do believe he has a psychological issue as well. A study was just done in behavior that shows if dogs have bacterial imbalances in their digestive track that it causes behavioral malfunction.
He has been completely worked over and tested for every single thing. He is already placed on a special diet and our vet is very pleased with his physical health. I think that dogs have a wider range of emotions that what we may realize. Yes he is fixed. Some dogs are just more intelligent than what we can comprehend. Some dogs are intelligent enough to acquire the brain capacity of toddlers. We have worked with a trainer and both our trainer and vet have said that he is spiteful I love my dog. He is smart and does not like to be told no & likes to discipline me in the words of our trainer who we have used for years who has 40 years of experience and I have had anxiety dogs. He isnt an anxiety dog. I will say that I am a very experienced pet owner and have had the most stubborn breeds and I fostered animals and I still run my own adoption for felines but this is my very first Pomeranian and I have no dog to compare the intelligence that he has. We purchased a new kennel recommended by our trainer that is actually for cats and it has stopped the kennel pooping along with cloth diapers from petsmart & he trys to mark but the diaper catches it.
