Power Restoration?

On 11-17-14, in Jacksonville, FL, a extreme wind blew down part of a tree next to the sidewalk. The branch knocked down the wires and pulled down the power pole. JEA says it's not their problem. The Red Cross can help us with $500. That is less then half of the cheapest estimate. I am a substitute teacher and make $70 a day if there is school. Please can you suggest any one who can help or another agency to call.
