Dollar tree has a Non-Slip Rug Underlay. It works well on wood and tile or linoleum floors. It may work on carpet as well.
I have rugs over carpet threw out my house. What I do is put a screw at each corner of the rug. That works for me. That protects the carpet because if wear your carpet out it is pretty hard to put in new when your living in the house.
