My mom has 2 dogs with mange and mites. Can I use bleach to wipe my floor down in my bedroom because I keep my cat in my room and I don't want him catching it or get sick?

Cats are not the preferred hosts for mange. If your cat does get it, and it is unlikely since she doesnt live with the dog, it will be short-lived and resolve on its own
Wow! Sorry you have so much going on in your world.
A couple of things...I hope your mom is getting the pups treated for the mange as it makes the poor things quite miserable and while it can take awhile it is (in most cases) totally curable.
She should be isolating the pups so they don't infect other pups. Anyone who is in contact with the pups should be careful also if they start to get red, itchy bumps as some strains are transmittable to people. The vet can give her all the details and let her know if what the pups have is the kind of mange that can be spread to people and what protections to take if it is.
Like Judy said, cats are not a typical host for mange/mites, but they can still have issues from the mites even though it is not full blown mange.
WebMD has some good info--I have two links for you.

Talk to the vet about what you can do to prevent spread from your shoes and such if that is what you are worried about the spreading issue.
Sending up healing prayers for all! Please make sure to follow whatever advice the vet gives carefully so there is no spreading and high chance of full recovery!
keeping conditions very clean is a good way to avoid these things. So is cleaning the bedding, etc. Also making sure your cat is very healthy and has a great immune system such as by giving him high quality food will protect him as well
Bleach would not be a bad idea for your floors. But mange is rare in cats. It requires a weakened immune system in dogs for it to flourish. So keeping your cat well fed, exercised and happy and that will be your best defense. If you do bleach your floors be sure and rinse well, as your cat will walk on it and pick it up on her paws and then ingest it when she licks them.
Since you keep your door closed I do not believe that a strong cleaner like bleach would be a good idea to use. Cleaners like this put off strong chemical fumes that your cat and especially you should not be breathing.
Do you give your cat a bath? If he will let you give him a bath (small amount of Dawn dish soap) then you could do that once a week.
Leave your shoes at your door and don't leave dirty clothes for the cat to sleep on (you may have touched the dogs) and you will probably not have any trouble.
You could wipe your floors with water and a little vinegar as that would remove any germs.
Why not go on the Internet and find out how to help your mother find a cure for the mange and mites on her dogs? The dogs must be miserable if they are not being treated.
