I bought a ten week old Beagle puppy three days ago. Any time anyone in the family tries to pick him up or walk near him he will run away or hide under something. I have never had a puppy or dog do this before. Is it because he is in a new surrounding and away from mother and the rest of the litter of puppies?

He is probably overwhelmed at all the new smells and doesn't want to be handled right now a lot. Puppies need to sleep a lot and eat a lot and go to the bathroom a lot.
Make sure that he has a place to go to get away from everyone. Pups really don't need to be bothered while they are getting used to a new place.
When he is asleep, then leave him alone. When he wakes up and you take him outside, talk softly to him. He seems to have a soft personality so this dog will need to be encouraged and rewarded a lot.
There a lot of articles on puppy care on t his site, and ebooks and podcasts.
Blessings and hug your puppy for us, Robyn
