We have a 7 month miniature Australia Shepherd who we got at about 8 weeks. Within 2 months he seemed to be potty trained. About the last month, it's like he has forgotten everything he's learned. We use the bell method and our 8 year old German Shepherd does not have accidents. He will ring the bell sometimes, but does nothing when he goes out. We'll take him out regularly and he'll come inside and just pee and even lay in it because he knows he did something bad. You can tell on his face after he does it, he knows he was bad. We are getting so frustrated and don't know what to do to get it to stop.

I would take the dog to the vet for a complete physical. It could be a UTI or other issue.
START RE-TRAINING HIM,REWARD HIM WHEN HE IS GOOD.
YOU MIGHT WANT TO START PUTTING HIM BACK IN A CRATE.
MAKE SURE HE IS ROUTINELY TAKEN OUT.
HIS MOTHER MAY HAVE NOT KEPT HIM VERY CLEAN SO HE DOESN'T MIND LAYING IN HIS PEE.
I think he needs a refresher course. It is very typical for a puppy to need retraining once (or twice). Dont be discouraged. This is a very smart breed. He will get it. Do have him checked for a UTI. That can cause this type of behavior, and needs to be eliminated as the cause.
Have you checked to make sure there is not a health issue going on? Changes in bodily functions are usually a health issue, at least in our world. The other thing is, is there any chance your other dog is bullying the new pup? Sometimes that can cause them to have accidents and backslide on training.
We had the latter issue when we first got Clarence and our Carmel would try not to let him come back in the house after he went potty. As soon as we figured out what was happened, we made sure she was otherwise occupied when he had potty time or they went out together and came in together and that solved that issue.
Other than that, every other time with both kids, it was a UTI if it was pee issues and when it was poop issues we found out Clarence had colitis.
If the pup has a clean bill of health and no other issues (like bullying) the last resort is to go back to refresher crate training for a few weeks, being very consistent with out time and in the crate time and lavish rewards for going outside.

I know this can be frustrating but the puppy should not be scolded as he may appear to be "shamefaced" and probably knows from your demeanor that he has done something to displease you but may not really know what he has done.
