I have an 11 week old puppy we rescued who was pretty under weight, and will not eat anything. The pound said she had been eating Blue Buffalo brand food, so we bought that and she won't touch it. I finally found a brand with tiny kibbles that she is interested in. The only problem is she can't chew it. She will not eat any kind of wet food or anything moist. I have tried boiled chicken, puppy formula, dog gravy, baby oatmeal, moistening the dry food, and anything else. She has a big appetite for the dry food, but just can't chew it. What do I do?

Have you had her mouth and teeth checked? Maybe she has some medical problem that a vet should look at.
Credit to you for giving a home to this "rescue" puppy but they need to be examined by your Veterinarian because no animal will refuse to eat unless something is preventing them. Good luck.
Many dogs "wolf" their food. Which means they swallow it whole without chewing it. That is pretty common. However if your puppy is not eating at all....as opposed to "wolfing " his food you need to get to a vet asap.
