How likely will my 6 week old puppy recover from a neurological disorder? He is very sensitive to the touch, he yelps like crazy when he is picked up, he lost function of his front and hind legs.
Is this the same puppy from a previous question?

Did the vet ever tell you what may have caused this problem?
So sad, but most likely it will be very expensive for a neurologist to treat your puppy (hundreds/thousands of dollars).
Did the vet provide any names of neurologists who treat animals?
There will probably not be very many.

If there is a university in your area that has veterinary classes, they may be able to help you.
Your local humane society may also be able to offer information.
Try contacting this group to see if they can help.

I see that you've asked 3 different questions now regarding the health of your pup...& the best advice @ this point is to take your Vet's advice & to have a Neurologist evaluate your pup.
