The Franklin Mint dolls from the Gone with the Wind series are still popular but it appears these dolls are multiplying quickly on several sites so the higher value may not last a long time.
You have been provided with all the descriptions of this particular doll and also quite a few listings where she is listed for sale or has been in the past.
Prices go from low to high and some have no particular reason for such high asking prices other than what a seller is asking for their doll. Of course, a preowned doll will/should be worth less than new in the box doll.
I did find this listing of a 'Final Farewell' doll that recently sold for $199 so as far as an appraisal would go, this would be considered the 'recent value'.
