Eek! Too soon. I feel like you know you shouldn't ;) Keep deep conditioning your hair and get a trim... wait about a month when you are not so scared and you can tell your hair is in a better spot. Over dying will lead to the most brittle, breakable hair.
Deep condition once a week for a month. Then try again.
The word 'dye' strongly suggests a permanent color. I assume the light brown you used was a permanent color.
If the two coloring sessions left your scalp in a healthy state, then yes, you can apply another blond on top, today. However, I suggest you wait at least 48 hours.
Actually, I suggest you not apply the blond, at all. You will be wasting your time and money, and subjecting your hair to more chemicals which in turn will dry your hair further.
Applying a blond over a permanent light brown will not lighten your hair to a blond shade. In fact, it will have little effect, at all. You would need to use a color remover, first. Then apply the blond (providing your hair was healthy enough to withstand the treatment).
You didn't say if the light brown left your hair with a color you could live with for a while. I hope it did and I hope you do. If you do choose to subject your hair to further chemical treatments you may want to start saving some money. Eva Gabor sells some rather nice wigs, but they ain't cheap.
