My mom passed away on October 13, 2014 and my dad applied for survivor's benefits and was approved. Since then, he's remarried and moved off. He gets that money and transfers it out of the bank account it's deposited into and spends it on my stepmom's needs and bills.
Can I work a part time job? I really need something to do and it's summer time and I need to save up for a car as I'm in drivers ed.

Just because you are in driver's ed. doesn't mean you need a car. I know a lot of people that know how to drive, have driver's licenses and don't have a car. You are going to have to talk to your local Social Security Office. Be aware that your Dad can always say that when he takes the money out of the bank, he is still using it for your support.
You didn't say how old you are, Haleigh, or if the benefits were supposed to be for your support too. If they are, and your father is diverting them away from you, you can file a complaint with Social Security. You say he moved away... are you of legal age to be legally and solely responsible for yourself? If so, you can certainly get a job unless you, too, are receiving disability benefits, and even then, recipients can sometimes work and earn a certain amount.
Since we do not know very much about you or your living circumstances it would be difficult to offer any advice that could be relevant to your situation. The Social Security Office will answer all of your question and you do not have to file anything to get your answers. Just go in and give them your SS number and say you would like to ask a few questions.
You do not have to give them an answer to any question they ask - if you do not want to. But - if you do not answer some of their questions then they may not be able to help you.
The question about a job would depend on many things, but the most important thing is that you HAVE to be in school for any regular benefits to be paid for you or your support. Most of this type of benefit will cease when you are 18 years old or you are no longer in high school. Regular Benefits are not usually paid for anyone to attend college.
If this is some type of disability benefit then everything will be different.
Having a car is a big responsibility and a very expensive one.
It would be wise for you to investigate the actual cost of having a vehicle (any kind) before you take that leap. Maybe having a full time job and be able to pay your own way should come before thinking about a car.
