I am at a loss. I have visited the vet in my neighborhood several times and he cannot tell me what it is. My baby girl, Maxine, is a little over 6 years old and she is a Pit Bull. She has never had an issue like this before. I don't want to try a bunch of things and make it worse. I've used an oatmeal wash, a coat wash, and Ihave put ointment on it so she will not scratch, but nothing is helping. If anyone knows what this is or where it came from please let me know!

This could be an allergy or infection. I would find a new vet.
Please get a second opinion, it could be many things! After all she's your baby girl!
This could easily be a food allergy and needs to be addressed. It sounds like your vet has no idea what to do about this and it is time to see a different vet. There are times a vet has no idea what it is and this can happen. I would so some research online. My daughter had an issue with her Husky loosing some hair and it not growing back. She did search online and found a few reasons for this. The vet could not give her answers and she told them about what she had found. It turned out that she found what was wrong with the dog. The only problem is the vet had never seen this before. This could be the case for your dog and you need to see a vet that specialzes in these issues.
Do you have specialty Vets in your area? If you do call and see if they have a dermatologist on staff and make an appointment. At the very least find a new Vet.
I pray you have a second vet in your town because this poor pup needs a second opinion fast. This looks painful and hopefully treatable quickly.
