I have adopted a toy breed mutt, 5yrs old. She is constantly itching, scratching, and biting herself. There are no hot spots or sores, it is almost like a habit that she just constantly does. There is also no evidence of fleas or food allergies. Any suggestions to alleviate the itchiness?

Could be any number of problems-mites ringworm, infectious, hereditary, etc. Please take her to your vet immediately for help! Try another vet if needed! She is obviously suffering from the itch and constant scratching.
You say there is no evidence of a food allergy, but constant itching is certainly one sign of a food allergy. If it is an allergy, nothing you do will really help until she stops eating whatever she's allergic to.
This could also be mange, mites or eczema. Or a yeast infection. They are all treated differently.
It could also just be chronic dry skin, which is treated by adding omega 3 fatty acids to the food, or feeding with a food that already has those in it.

Thanks for the response. It is not food, we, along with the vet, went through a year of food trials to make sure she was eating the right thing and she could apparently eat anything and be alright. I feel like it is chronic dry skin, I have heard fish oil is good to add to their food for that. What are your thoughts?
Yes, and you can buy it online. Also get a soft brush and put some coconut oil on it. Warm it up a bit and brush your dog with it. You really should do both, though, because topical treatments don't work for long unless they're ingesting the healthy oils.
I went through the same thing with my Shorkie when I got her. After almost a year of vet bills, shampoos & medications, turned out she had SCABIES!!!!!
