I have already tried what has been posted on this site. I have done everything I have seen. Even the pills the vet gave me didn't stop it. A shot he gave didn't stop it. I've used oils, sprays, etc. I don't know what else to do.

My sisters dog had this. She needed allergy shots.
Our dog did well when we changed his food. Chicken free helped some, but grain free made the most difference.
Ask your vet to recommend the best brand for your dog. Our boy is a daschshund and he was on one for small dogs. I think it was nature or natural something. I am having a senior moment here.
Chicken free was really hard to find as most still used chicken fat even if it was beef or venison or salmon.
Could it be a neurological issue that some humans experience called "phantom itch"? Patients with diseases such as Multiple Sclerosis report this. Unfortunately there isn't much to be done since there is no actual irritant, but rather the nervous system playing a trick.
You need to seriously consider food allergies. Try some hypo allergenic food and them some foods with different meats. I ended up making my dogs food. In the end the two foods he could tolerate were salmon and rice. Making your own dog food requires a lot of study, so hopefully you can find a ready made hypoallergenic food that will work.
