Try picking up some omega oil specifically for your dog's skin. I found some at Wal-Mart in the pet section and just pour some on his food. It really does help their skin. Also, rubbing the area with a little vitamin e oil or coconut oil will be soothing initially.
This is typical of a flea allergy or a food allergy. Obviously flea treatment is important. Try switching to a hypoallergenic food. It may take a few tries to get the right food. I ended up cooking for my allergic dog.
I would rub the spot with coconut oil.
Try olive oil on itchy patch.
If she has scratched herself raw putting vinegar on it will be painful. Does she have fleas? That is the first place the fleas will bite.
