Wouldn't the epsom salt just make the dog itch even more though, because salt is very drying to the skin? Just a thought. My poor little dog is itching like crazy and I know if I take her back to my vet he will give her a steroid shot and I don't want to do that.

Coconut oil is good for the skin. Putting whey in their food also helps
One of the best treatments for itchy skin on a dog is apple cider vinegar. You can add some to the food or water for the dog. It also sounds like the dog soap you are using to wash the dog has contributed to this problem. I have one dog who has very sensitive skin. I now use baby shampoo to give my dogs a bath.
Rub olive oil all over itchy skin. Rub in the fur well so it gets to the skin. Use a comb to brush it through as well.
May be your dog is allergic to his food. I would try lamb and rice to see if that makes a difference.
I would try vinegar and baking soda. Make a lather then rinse.
