I need to find out how to remove cigarette smoke from a mobility chair that I was won in a contest, I get migraines from odors. And it works really well, but I need to find something that will clean that smell off.

What ever you decide to use you will have to "touch" everything with the cleaner as any spot missed will still leave an odor.
Buy a product called Nok-Out. Mary Hunt recommends it and you can buy it on Amazon.
It is not the easiest thing to do, but the ONLY thing I know that will 100% guarantee to remove smoke smell is Ozone.
If I were you, I'd thoroughly clean the chair to remove all physical nicotine residue and then rent an ozone machine. Place it and your chair in a room which is able to be completely closed off from the house (like the garage) and turn it on and leave it for about 6 hours (leave the house during this time).
Mind you...ozone itself has a smell that lingers for a while, but it will dissipate.
Here is a link to an article, I genuinely hope this helps. - www.odorfreemachines.com/
Make sure you LEAVE the house if and when you do this and vent it upon return!!!
Thanks for the idea, I have had people tell me everything from baking soda peroxide vinegar to odoban and I know first I believe I will mix peroxide water soap in a little white vinegar together with baking soda and wash it down. If we're getting warmer and sunny or out it would be easier to put something on it and send it out in the sun but this weather will not change the cold keeps dragging and dragging on!
