I moved into condo that wreaks of stale smoke. Unfortunately, the previous owner slapped on a couple coats of paint and neglected to share that they were hard core smokers. Only a month in and the place wreaks of stale smoke and wet dog and I look like the stay-puffed marshmallow man lol. Tar has begun to ooze out of walls from humidity. The carpets and flooring are new, yet still seem to stink? How can I get rid of the third hand smoke seeing as how they painted the place? Is that even possible with it somewhat being sealed in?

Open all doors and windows and fill bowls with kitty litter and baking soda -- they will eat up all the odor.
you might want to strip the paint and do a do-over. Barring that, the masking efforts of vinegar baking soda, Nok Out, etc should work.
Nok-Out is a product that removes all odors. You can get it at Amazon.
I feel your pain as I had an apartment like that on hot days it stunk like smoke and cat pee. Ugh. I finally had to move.
I was able to mitigate the smell slightly by running a box fan in the open window of the most offensive room by having it turned so it didn't blow air in, but pulled the air out. It helped somewhat, but it wasn't the ideal solution.
Much later, I learned people swear by this method. I have not personally tried it, but have heard good things about it.
