I would use an ice cube to freeze the adhesive and peel it off.

Try applying a moisturizing lotion to the areas around the strip and work it off there. Wash the blanket after.

Hopefully the blanket is not too large and you will be able to put it through a normal wash cycle after you use any of these methods to remove the strip/adhesive.
- Freezing may work but you might need several ice cubes wrapped in a bundle to completely freeze the spot.
- Rubbing alcohol will remove a lot of adhesives and glue spots.
- Dawn dish soap on cloth over spot will also soften some adhesives and glue and is easy to wash out of items.
- Goo Gone is also good but has to be washed out of blanket.
- If you find that using one method removed the "strip" but some sticky stuff remains you might find some solutions on this site:

You might try a small bit of peanut butter also. It removes pine cone sap rather well.

Perhaps soak the area with water to help ease the adhesive and peel off.
