Use a cotton swab with hydrogen peroxide and dab the stain
Then take another cotton swab with ammonia and dab the stain.
Dont mix the two together. They will emit toxic fumes.
If direct sunshine is available just lay the shirt on a table with the scorch mark showing, wet it with clear water and continue to keep it damp as the sun will remove the scorch mark.
Nothing will remove a burn mark.
It it is white, hydrogen peroxide is best but rinse well so it doesn't for more damage by weakening the damaged material.
If it is a color shirt, white vinegar may remove the mark. Again it needs to be rinsed out really good.
You will never be able to remove this completely, but you can make the stain lighter using sunlight. You will need a nice warm day and a good place to lay the garment so it receives a lot of direct sunlight.
During the day keep the garment really wet. The sun will help to lighten the mark on the fabric. You will never be able to get rid of the mark completely, but you can also try and dye the garment to hid it better after removing most of the mark with the sun.
