Is there a state funded program to help me replace the skirting on my mobile home? I am 70 yrs of age and don't want to lose my home. I can not afford to replace the skirting.

The one organization I know of isn't actually a state organization. There is an organization that is nationwide, and I think it receives some federal funding. The problem is it has different names in each state and even in different cities in a state. Contact your Senators and Representatives to see if they know anything. It is strictly income based and there is a waiting list.
Also if you would have to leave the home for any reason like having to go into a nursing home or anything, you would have to pay back the money on a pro-rated basis.

Please look into volunteer organizations? I don't know how big your city is, but I'm hoping you'll find retired gents who are handy with tools who'd like to help out. You might be asked to pay for materials. Up here, in Calgary (Canada), seniors exchange services. My Dad, a very handy guy, loves to help out and gets a loaf of home-made bread or batch of cookies for his time and expertise.
Also look into something called Habitat for Humanities? They build homes for the homeless but might also have something along the line of what you need.
