I have a soft skin 1959 Dennis the Menace. How do you repair a crack in the skin, it is in the neck of the doll?

I guess I would need to know if you are trying to fix it to keep it or sell it.
These are selling in the $40 to $50 range used and into the hundreds if still in the package.
If I was going to sell it, I would not fix it and just be sure to advertise that it is damaged and show very clear photos of the damage.
If it is for yourself, you may want to try a good multipurpose glue like E6000--be sure to read the label to make sure it fits the material of the doll (which I guess would be called plastic or rubber). Most of the E6000 hold for both.
Be sure to do any work with any adhesive in a well ventilated area and try to avoid getting it on your skin. I would not give this toy to a young child even after it is fixed if you are using the glue--just so they don't put it in their mouth.
If you do decide to fix and sell, you must disclose what you did or you risk an unhappy buyer if they see it is not "factory original".
