My Janome 9000 seized up. Now the repair shop says it can't be repaired is this true?

Your best bet is to contact the Janome website, explain what the problem is, and ask if they have reputable repair service near you.

GolfGranny makes a good suggestion - however, usually if a tech tells you the machine is not repairable, the machine is not repairable.
Did the tech try to sell you another, hideously expensive machine? (In which case a second opinion may well yield happier results - as in the machine can be repaired but perhaps at such a high cost a new machine is more cost effective).
Or did he/she explain why your machine can't be fixed and point you in the direction of a reasonably priced modern machine with comparable features? (In which case your machine truly is beyond saving and the tech is trying to help you find a model comparable to your now defunct machine)
Too, if your machine is an older model, the software may not be supported any longer, and parts or the motherboard may not be available any longer. So the tech may not be leading you towards a high end sale so much as not properly-fully explaining the reason your machine can't be fixed.
Take GolfGran's suggestion and contact the maker, but it's more likely your machine has sewn its last stitches and nothing can be done.
