I have a Singer model#30215. Why do I have a dead spot on my machine, revolutions are not consistent.

If the revolutions are not consistent this indicates that the belt is worn and needs replacing. Like all belts, once they get old they can crack. When the belt moves around in a circle on the spindle it can get stuck in one of these cracks and hang up.
