I have a '97 Starcraft Meteor pop up camper. One of the lifts by the front where the bed is is 4 higher than the other 3. Why and what can I do and is it expensive to fix?

It sounds like the cable that raises that corner has been shortened or caught on an extra piece of the frame. Have you checked the travel of each cable ?
It may be better if someone experienced with pop-up campers looks at your camper as it really sounds like it was not 'lifted' properly and may now need some adjustments.
Pop ups can be tricky when opening until you get the hang of it but they have some good instructions available.
