If you crochet you can look for the pattern online using the term vintage crochet pattern for (insert type of garment here). Most vintage crochet patterns (especially the garment trim patterns) are no longer under copyrights so free patterns abound.
If you don't crochet you can try finding a local thread-yarn artist who does and get him/her to do the repair work.

The work may be ouchie-pricey as people are waking up to the value of this very hard work, and charging accordingly. But it's worth it to have a qualified restorer do the work. Be sure to get the details in writing, including any disclaimers to protect both you and the artist.
