Riding Mower Won't Start

I have a 1999 16.5 hp Craftsman riding lawn mower engine that I put on a 2002 18 hp Craftsman frame. After I put the engine on the new frame the engine won't turn over. It just keeps on spinning when I turn the key.

All of the wiring, fuel, and oil are fine. I just mowed using the engine the night before. Could it be a coincidence that the spark plug just stopped working? And then I changed the spark plug and it still will not turn over. What do you suggest?
