My riding mower won't start. It has fuel, a new plug, fire, turns over, new coil, and fuses. It ran great, sputtered, and shut off. It has new fuel filter. The fuel runs to the carb, no clogs.

There is a safety switch under the seat. It may be malfunctioning
I would need a bit more info. What manufacturer? How old? One of the biggest problems with riding mowers in the last 10 years is the addition of ethanol into the gasoline at the pumps. Ethanol attracts water. A little water gets into a car engine it's not much of a big deal, but still not good. A little water getting into a small engine like a riding mower is a big problem.
