New basic stuff. It mowed great. All of a sudden it shut off and won't start. I noticed on the left side near the engine a slim silver cable with a bend in it is poking out. When I move the throttle it moves. It looks as if it was once attached to something (perhaps curled around and/or wrapped on the end). The throttle cable appears to be fine. This is the only abnormality I can see.

It sounds like you have a bend in your connection/disconnecting to power.Contact the company that makes your mower for answers!
You have to fix it. The part is called the rod.
Is this a brand new mower? If so, I would call where you got it and have them give it a look see.
If this is just a new problem, you don't mention the brand. My go to these days is YouTube. Put the brand in the search engine and the word troubleshooting or the phrase fix starter and see if one of them shows you exactly what you are seeing and how to fix it.
I have fixed my vacuum several times this way and just recently, a weed wacker. I am very visual and that these videos now exist have been the best thing that ever happened to things we break!
