I live in Sacramento and I have a collection of Ashton Drake, Georgetown Collection, Rachel Williams, Children of the World, and other porcelain dolls with their certificates of authenticity that I am looking to sell. I have approximately 30 or more. Can you advise me on how to to sell them most effectively and expeditiously?

I have not been there, just think it sounds cool! Maybe they can give you a hand with selling or point you in the right direction.
Unfortunately, the doll market is the softest it has ever been and there is no such thing as a quick sale...even at prices as low as $1 each. Seriously--I have seen collectible dolls NOT sell at that low price in today's market.
Have you researched the dolls using eBay SOLD values to get an idea if you have any that are still highly sought after?
That is where I would start. Keep a list and then you will get an idea how to price them.
If your collection is like many are, you may be able to sell each in the $5 to 10 range. Best to sell one at a time or two at a time. It is very rare that any one person will buy a whole collection

The doll market has been flooded with the brands of dolls you mentioned and almost all of these brands were mass produced which means they are plentiful and usually very low value.
eBay is the site that almost everyone checks when trying to determine the value of dolls so you might try looking up some of your dolls to see if you can find a listing and place a watch on that doll to see if it sells.
eBay has a sold link that you can check to see if any of your dolls has sold as that would give you a fair idea as to what someone might pay for that doll or similar doll.
The problem still remains as to how long will it take to sell your dolls?
There is no way for anyone to help with this as a few dolls may sell quickly and others may be listed for months/years and still not sell.
You may have better luck listing them on local sites like Craigslist, Facebook Groups/Marketplace, LetGo, OfferUp, so you can list them at whatever price you decide and lower the price if the doll does not sell. Also, these would be 'pick up only' so no shipping involved.
You can go through your dolls and maybe pick some to sell alone and maybe others (same brand?) in groups.
Good pictures, good descriptions with sizes help to sell dolls.
There are several ways to sell the dolls. Online can take a longer time because the market has been flooded and people are not investing in these types of dolls. You can try a second-hand shop and put them there on assignment or you can try taking them to a shop that specialized in dolls and ask if they are willing to help you out.
