My pair had babies. I saw 6 eggs, but am not sure if they all hatched. I can't really see inside. The other day I found two dead babies at the bottom of the cage. The next day there was one in the water dish which is on the opposite side of the cage. Could one of the finches carry that baby and drop it in the water? Other hatchlings I also found 2 in the water dish.

Remove the dead babies. The baby may have dropped into the water itself.

Yes, the parents could have drown them, or they could have fallen in themselves. Sadly unless you watch them 24/7, Mother Nature and G-d are in control and sad things happen. Bird parents are driven by instinct and if their instincts tell them the baby isn't viable, they will kill it. The hatchlings are clumsy and get into places that end up to be fatal.

You'll never know exactly what happened with your baby finches. However, speaking from experience, if you plan to raise more finches, be sure to check the placement of the nest. It shouldn't be placed where babies can fall from the nest into the water. Sometimes, there are things we never think of until a tragedy happens.
The baby could have fallen out of the nest or the parents pushed them out of the nest. It could have been alive when it fell to the bottom of the cage and crawled to the water bowl looking for the mother.
The cage is medium to large cage. The nest is in the upper left corner and the water bowl is all the way in the right front corner and it set up maybe 3 inches. Could one of the parents carry the baby over to the water dish? The dish also has a lid.
I dont plan on breeding I was going to remove the nest however by the time the babies were 4 to five weeks she was sitting on eggs . They have put like a ledge I can see pushed out but no way could fall out...
