If you want to cut the tree you'll need to use pruning shears to do this one with. It is a bad idea to break any branches at all off the tree.

Nice specimen tree - do you plan to grow it in a large pot or will you be planting it in your yard?
- Just asking because where you plant it will be crucial to its future growth (soil type and shade/sun).
- Pussy willows are best pruned in spring right after they bloom. Pussy willows bloom on shoots produced during the previous growing season. If you prune them too late in the season, you will remove those shoots, and they will not produce those furry catkins the following year.
- Here is a very good, easy to understand You Tube video on pruning a weeping pussy willow. You will need pruning shears. Look for sturdy shears at any garden center.
