The foot pedal does not run the machine. There does seem to be electrical connection between the foot pedal and the machine, because when the pedal is pressed, there is a click inside the machine, but no other response, however.

I don't think it is your foot pedal that is the problem. If the pedal is pressed and you hear a click inside the machine this normally means the motor is seized and not turning at all. This can be an issue with the belt on the machine that is broken, a piece could be jammed or the motor can be broken. The only thing you can actually do now is to open the case of the machine and check the belts on the machine. Try turning the wheel on the machine and see if the parts on the inside are moving at all.
You can also check for thread , string, and fabric build up in and around bobbin housing area. Clean this section out then try your pedal.
open up the pedal box and see if it is making a connection, some times it acts up mine is the same way. i had to have mine replaced, because some times it worked and other times not at all
You do not say if your machine has worked in the past so I'm wondering if you used this machine before? Or is this your first attempt at using it?
It's possible the problem is with the foot petal but it could also be the motor as a 'click' is what a machine usually does when either no electricity is reaching the motor or the motor will no longer start. There could be other problems as well if your machine needs cleaning.
I believe this is a computerized model and if so, this is probably not something just an inexperienced 'lay person' should try to diagnose.
I would recommend you Google Singer sewing machine repairs with your zip code and call some of the shops to see if they are experienced with working on this model and ask for a price to clean your machine. Then you'll know what basic costs you are looking at. parts would be extra.
Sears will also do repairs:

You may be able to just take the foot control to a repair shop and let them tell you if you need a new foot pedal.
If you believe you can do the service on the this machine you can ask your question on one of the forums.

You can check your manual to see if there is a troubleshooting guide about checking foot pedal but if you need a manual I have found a link to a free download. Just type your model number in slot.
