I have a Singer Touch and Sew 756. My feed dogs have stopped feeding fabric. All the settings are where they should be. The feed dogs don't move and are lower than the needle plate and are rubber.

You might need to take the throat plate off and clean any dust, thread and fabric out.
There are a bunch of troubleshooting and repair videos on this machine on YouTube which tells me you are having a very common issue.
