First: You have to think about how your shell will be used to know the strength of bond you need and if it will be exposed to moisture or weather.
You can get very strong waterproof bonds from epoxies, Epoxies are expensive but can be had in any thickness from putty to almost as thin as water. Epoxies are also hard to remove once set and can be messy to handle.
One version of glue is called E6000 and it is sold in craft stores for gluing things like shells.
These are not really cheap, but they cost a lot less than epoxy does and usually are a good choice.
Most of these sites offer advice on what type of glue to use on all types of material.
