Does any one know if putting the stem of a rose in a potato and then burying it in dirt really works and how long does it take to grow roots?

It does work. The potato gives nutrients. I would dip the rose cutting in rooting powder first.
This method does work and adding or dipping the steam of the cutting in rooting powder helps to produce roots faster. I normally use a florist foam to root mine.
