Are you in the US?

I believe every state in the US has some requirements and most , if not ALL liability insurance (car and health and even some personal life) companies in the US ALSO have rules that you will need to know about if you are going into people's homes.

This is one thing people often forget to check and then they get hurt (or if someone in their care is hurt) they can lose everything because there is no one to pay the claims because the insurance was not correct for the situation.

Best to start with the Small Business Development organization in your town (if you are US based). Here is a link:

They will tell you EVERYTHING you need in your state. They will hook you up with lawyers also because you will need that type of protection also.

You can check with your local health department (Google with your zip code) first as they will have all of the information you will need to begin this journey.

It is very complicated but can be done.
I can tell you for sure that a state/county inspector will have to approve your house/facility as to bedrooms, bathrooms, kitchen, and living areas. They will also have to approve menus and cleanliness in all areas.
You may have to have licensed people working in the facility.

Different states/counties have different rules and some of these depend on how many people you plan to care for.
Florida requires all of this and more for even caring for just one person.
